Upon acceptance of the quotation, the applicant is required to submit the application form together with the application fee. An audit team leader responsible for the client file will be appointed. |
| Stage 1 Audit |
Stage 1 audit is carried out to determine the adequacy of the client’s management system documentation and readiness to proceed to the Stage 2 audit. |
| Stage 2 Audit |
After the findings from the Stage 1 audit have been resolved, the client is to notify the Audit Team Leader on the readiness to proceed to the Stage 2 audit. The purpose of the Stage 2 audit is to evaluate the implementation, including effectiveness, of the client’s management system. |
| Recommendation |
On satisfactory completion of the Stage 2 audit and verification of any non-conformity (ies) raised, the Audit Team Leader will prepare a recommendation report to the Certification Panel for approval. |
| Approval of Certification |
The Certification Panel reviews and approves the recommendation for certification under the authority of the Certification Advisory Committee. |
| Issue of Certificate |
The certificate will be issued upon payment of all fees due and the signing of the Certification Agreement. The certificate is valid for 3 years from the date of approval. |
| Surveillance Audit/ Recertification |
All certified organizations will be subjected to one annual surveillance audit. In exceptional cases, two surveillance audits may be carried out annually. The first surveillance will be carried out 12 months from the last day of the Stage 2 audit. Renewal of certification is subject to a satisfactory Recertification audit carry out before the expiry of the certificate. |

- Do you offer training and consultancy services?
In order to ensure the independence and impartiality of our certification services as required by the accreditation body, SIRIM QAS International does not offer training and consultancy services.
- Do the management system standards apply to my industry?
The standard requirements are intended to be applicable to all organizations regardless of type, size and product manufactured unless they are sector specific standards such as ISO/TS 16949 and ISO 13485 which are specifically applicable to the automotive industries and medical device industries, respectively. - How long is my certification valid?
The certification is valid for 3 years. However, surveillance audits will be conducted every year and re-certification audit will be conducted on the third year.
- What is Product Certification?
Product Certification is where a third party (Certification Body) gives a written assurance that a product, process or service conforms to specified requirements.
- What are the advantages of product certification?
Among the advantages of certification are:
- It provides an independent assurance that the product is manufactured under an effective system of testing, supervision and control.
- Purchasers or consumers need not carry out further tests, as the products are already certified to be in compliance with the standards.
- Certified products provide the user an assurance for safety and reliability.

- The Product Certification Mark on a product is an excellent marketing tool.

- What will I get once my product is certified?
Once the product is certified, SIRIM QAS International will issue a Product Certification License to the licensee. The certified product and the name of the licensees will be automatically listed in our online database, www.malaysiancertified.com.my. For locally manufactured products, they will also be listed in the Treasury Listing without any additional charge.
- Is Product Certification Mandatory?
No. However, in certain instances it is made mandatory by the regulatory agencies such as the Energy Commission, Fire and Rescue Department Malaysia, Malaysian Communication and Multimedia Commission, National Water Services Commission, Road Transport Department, and others.
- Can all type of products be certified?
As certification is based on product standard, certification can only be done when there is a standard for the product.
- What is standard?
ISO/IEC Guide 2 defines a standard as a document, established by consensus and approved by a recognized body that provides, for common and repeated use, rules, guidelines or characteristics for activities or their results, aimed at the achievement of the optimum degree of order in a given context.
Standards may include among others the product design requirements, test methods, product specifications and/or performance requirements, classifications, recommended practices.
- What Standard do I have to comply with in order to get my product certified?
If the product is mandatory, the standards used for certification have been determined by the regulatory agencies. Otherwise, the applicant needs to specify the standard.
- Does SIRIM QAS International certify products to Malaysian Standards (MS) only?
No. Besides Malaysian Standards, certification can also be done based on International Standard (e.g. ISO, IEC), National Standard of other countries (e.g. BS, SS, JIS, DIN), Regional Standards (e.g. EN).
- Does SIRIM QAS International carry out continuing Surveillance of the Licensee's Conformity?
Yes, it is in accordance with the conditions stated in the product certification requirements, specified standard and procedures including the relevant regulatory requirements. SIRIM QAS International reserves the right to carry out either announced or unannouced surveillance activities. The surveillance also includes routine market sampling; and/or sampling of the certified product as part of the investigation when there is a complaint against the product.

- How can I apply for Product Certification?
The applicant can make an official enquiry by submitting the completed Questionnaire to us. We will then issue a quotation after the feasibility for certification is examined with respect to the standards(s) and availability of testing facilities. Upon the acceptance of the quotation, the applicant can make the official application by submitting the initial payment and the related forms. Then, we will proceed to the Document Evaluation. Once the evaluation is done, we will conduct the Factory Audit which covers the examination of QC plan adequacy, test equipment adequacy and calibration, as well as the record-keeping system. During the Factory Audit, the auditor will select samples for testing at SIRIM QAS International’s laboratory or any other accredited laboratories. Upon satisfactory rectification of the findings (if any) raised during the Factory Audit and passed test results, SIRIM QAS International will issue a Product Certification License upon the payment of all fees due. In the subsequent years, we will conduct Surveillance Audit twice a year.

- What is the estimation cost if we undergo the product certification?
The cost for certification varies depending on the product and the location of the manufacturing site. An official quotation will state the details of certification fees based on the information in Product Certification questionnaire submitted by the client.
- How long does it take to get a product certified?
There is no specific time given. The fastest would be in 2 months. The factors which determine the timeframe are:
- Applicant and/or manufacturer’s readiness in complying with the Product Certification Requirements
- Adequacy of Quality system implemented at the manufacturing site
- Time required to complete a full test. For example, minimum of 12 months is required to complete all tests for paint as required by the Standard; 28 days for cement etc
- Product Performance
- The manufacturers' commitment in maintaining and continuously complying with Product Certification Requirements
- What will happen if my quality control system does not comply with Product Certification requirements?
During initial factory audit, any irregularities or deviations from the Product Certification requirements will be recorded as non-conformance in the audit report. You will be given ample time to take corrective action on the non-conformance raised.
- What if my product failed the testing?
You will be required to make improvements on the product. Once improvements have been made, sampling and testing of the improved product will be done.
- Does SIRIM QAS International test each individual product for compliance?
It depends on sampling and testing procedures specified in the Standard or in the related work instruction.
- When will sample(s) be selected for product testing?
Sample will be selected during Factory Audit and to be sent to SIRIM QAS International’s laboratory or any other accredited laboratories.
- I am a dealer. The product is manufactured both locally and overseas. Can I apply for Product Certification?
Yes. You can apply for Supplementary License or Trading License with the product manufactured locally by a Certified Manufacturer. Surveillance Audit will be performed at the manufacturer’s site and all the invoices will be addressed to them. In this case, SIRIM QAS International will categorise you as a Trading Company with the product manufactured locally by a Certified Manufacturer.
In other case, you may apply for Product Certification License with the product manufactured locally by a Non-Certified Manufacturer. Initial Factory Audit and Surveillance Audit will be performed at the manufacturer’s site and all the invoices will be addressed to you. In this case, SIRIM QAS International will categorise you as a Trading Company with the product manufactured locally by a Non-Certified Manufacturer.
If you are applying for Product Certification License with the product manufactured overseas, initial Factory Audit and Surveillance Audit will be performed at the manufacturer’s site and all the invoices will be addressed to you. In this case, SIRIM QAS International will categorise you as a Local Agent with the product manufactured overseas or by Foreign Manufacturer.
- We are a foreign manufacturer. Can we apply for Product Certification?
Yes. Factory Audits will be conducted at your manufacturing site.
- My company is certified to ISO 9001. Do I need to apply for Product Certification?
Yes, if you are manufacturing a product which has been made mandatory by the regulatory agencies. Otherwise, Product Certification is voluntary.
- How long is my certification valid?
Your certification is valid for one year from the date of approval. It is renewable on yearly basis subject to terms and conditions.
- How to indicate that my product has been certified by SIRIM QAS International?
Once your product is certified, you can use the following Certification Mark, depending on the type of certification.

- Can I submit my application for testing to a SIRIM Branch?
Yes, but it will depend on the availability of testing facilities for your product/sample at the respective branch.
- How much is the testing fees and how do I pay?
The fee is based on test methodology/standards for the product/sample. Full payment shall be made in advance before testing is conducted based on the fee indicated in the quotation. Payment can be made by cash, credit card or cheque. Cheque shall be made payable to SIRIM QAS International Sdn. Bhd.
- How long does it take for testing?
Duration of testing will depend on test methodology/standard.
- Where do I send samples for testing?
Samples for testing shall be submitted directly to the respective lab as indicated in the quotation.
- How many samples should I send?
The number of samples required for testing will depend on the test methodology/standard as indicated in the quotation.
- Can I take back the sample after the testing is completed?
Yes.
- Where do I collect my test reports?
You can collect your test reports as follows:
- Electrical & Electronics: Building 12

However, you can also request for the test report to be couriered to you.
- What is the validity period of the test report?
There is no validity period for a test report unless specified otherwise by regulatory agencies.
- Can I use SIRIM logo/mark/label after I get the test report?
No. The test report does not constitute approval or certification. However, if you want to use them, please apply for product certification scheme (please refer to product certification scheme FAQ).
- Are SIRIM QAS International Labs accredited?
Yes, all SIRIM QAS International Labs are accredited by STANDARDS MALAYSIA against ISO/IEC 17025. Please refer to STANDARDS MALAYSIA website www.standardsmalaysia.gov.my for details.
- Is SIRIM test report accepted globally?
The test report should be accepted by countries which are signatories to the International Laboratory Accreditation Cooperation (ILAC) & Asia Pacific Laboratory Accreditation Cooperation (APLAC) MRA.
- What if my product failed the test?
You may resubmit new application for testing after you have made improvement to your product.
